Armand E. Sabitoni
LIUNA General Secretary-Treasurer & New England Regional Manager
Armand E. Sabitoni is a second-generation Laborer, who worked his way from general construction laborer to one of the highest offices of the Laborers' International Union of North America.
Sabitoni has led the union's effort to strengthen Laborers' training programs, known by many as among the best adult education programs in North America. Under his leadership, the union is instituting apprenticeship and training programs designed to advance Laborers' careers and meet the needs of the industry.
In addition to improving construction craft training for Laborers, Sabitoni spearheaded the founding of the union's first construction charter school for high school students. The New England Laborers’/Cranston Public Schools Construction and Career Academy (NEL/CPS) teaches students about the construction industry and opens the door to job opportunities upon graduation. The school has won praise from the community and the construction industry, and prompted Engineering News Record magazine to name Sabitoni a Newsmaker of the Year in 2003.
A member of Laborers’ Local 271, Providence, Rhode Island, he worked as a construction laborer while attending the University of Rhode Island. Sabitoni continued his studies at the New England School of Law in Boston, graduating in 1980.
Rising steadily through the ranks of LIUNA at the local, district council, and international levels, Sabitoni has held the positions of Auditor, Vice President, and President of Local 271, Business Manager and Secretary-Treasurer of the Rhode Island Laborers’ District Council, LIUNA Vice President and New England Regional Manager, and Assistant to the General President.
Sabitoni became General Secretary-Treasurer, LIUNA’s second highest ranking office, on May 1, 2001. He continues to serve as New England Regional Manager, representing members across the six New England states, as well as most of New York State.
Widely known for his commitment to workers’ health and safety and his staunch support of fair and equitable workers’ compensation laws, Sabitoni chairs the national Laborers’ Health and Safety Fund of North America (LHSFNA), the national Laborers-Employers Cooperation and Education Trust Fund (LECET), the national LIUNA Health and Welfare Fund, and the Service Contract Education of Training Trust Fund (SCETT). He also chairs several additional national and regional funds dealing with labor-management cooperation, health and safety, pensions and investments. Additionally, he serves as Treasurer of the Laborers’ Political League.
Throughout his long career of service to the Laborers’ International Union of North America, Sabitoni has received numerous awards recognizing his outstanding leadership and his many contributions to improving the quality of life for working families.
Vincent R. Masino
LIUNA Vice President and Assistant New England Regional Manager
A native of Providence, Rhode Island, Vice President Masino was educated in Providence schools and received his B.S. in Business Management from Bryant University in Smithfield, Rhode Island in 1971.
He began his career as a Laborer during the summer of 1970 working nights painting crosswalks and striping streets. In the fall of that year, while he attended Bryant University he continued to work for the Traffic Engineering Department of the City of Providence as a Traffic Counter where he was initiated into Local Union 1033. This was just two years after the local was organized in 1968.
He continued his employment with the Traffic Engineering Department of the City of Providence as Division Foreman and 1033 member until leaving to join the Laborers’ organization in 1972.
Vice President Masino began his professional career with the Laborers’ International Union of North America as a Field Auditor responsible for auditing all affiliated locals in New England, New York, New Jersey, Pennsylvania, Delaware and Eastern Canada.
He went on to become an International Representative in 1993, the Assistant Regional Manager in March of 1997 and most recently was elected an International Vice President in May of 2001. In addition to his duties as LIUNA Vice President and Assistant New England Regional Manager, Vice President Masino serves as Recording Secretary for his Local, 1033 of Providence, Trustee of the New England Laborers’ Training Trust Fund, Trustee of the New England Laborers’ Labor-Management Cooperation Trust, Trustee of the New England Laborers’ Health and Safety Fund, Executive Board Member of the Rhode Island Laborers’ District Council and Chairman of the Laborers’ New England Region Organizing Fund.
Past boards and positions include: Secretary-Treasurer of the Rhode Island Public Employees Legal Services Fund; Secretary-Treasurer of the Rhode Island Public Service Employees Health Services Fund; Local 1033 Secretary-Treasurer and Executive Board Member.
